Do I need to come to Russia, apply for work permit and later find the employer?

No. Your company will need to obtain employment permit ( teachers and journalists don't need to do this) , individual work permit and work visa for you. You submit all the paperwork and wait for a green light.

How fast can I get residence permit and citizenship based on this employment program?

US citizen can get a residence permit after 6 months of working officially. You have to have a contract. You can get Russian citizenship after 12 months of employemnt.

When I apply for residency and Russian citizenship, do I need to pass Russian language test?

Yes. You do.

What other documents will I need for Russian citizenship or permanent residency?

You will need Police check (apostilled- go Secretary of State for that) from the USA. Valid for 90 days from that date of issue. Also, you will need to do Medical examination.
